US Department of Justice (DOJ) has just released a document of 98 pages, reporting statistics and information about stolen or lost weapons and laptop computers throughout the Federal Bureau of Investigation. This Audit comes after a previous report drawn up in 2001, when Attorney General’s requested the DOJ to carry out separate audits at the FBI, the Drug Enforcement Administration, The Federal Bureau of Prisons, and the United States Marshal Service.
The first report on the FBI significant losses of weapons and laptop was disclosed in 2002 highlighting that: In 28 months 212 functional weapons, 142 training weapons and 317 laptop computers were lost or stolen. Moreover, the FBI did not always inform institutions about missing objects ,did not set up physical inventories as required and did not ensure that weapons and laptop computers exit procedures were regularly followed. The new report , named “ Federal Bureau of Investigation’s control over weapons and laptop computers follow-up audit” is aimed to assess the progress of FBI about the management of weapons and laptops losses or theft. According to the updates, from February 2002 to September 2005, 116 laptop computers were lost and 44 were stolen from FBI vehicles of from residences, whereas 66 weapons (pistols, shotguns, submachine guns, rifles) got lost and 94 were stolen.
The number of missing laptops containing classified information (or “possibly” containing it) is impressively high: yet, the analysis of the 152 available forms for lost and stolen laptops reveals that 101 did not contain sensitive or classified information, 8 of them were labelled as “containing classified information” and the others.. weren’t labelled at all!
Inadequate inventories, delays in reporting missing items, Incomplete filling in the forms, make the auditing process far more difficult. In general the report focuses on the deficiencies of the FBI about controlling weapon’s and laptop computers losses or theft, and in spite of the fact that the situation has slightly improved from 2002 on, according to the conclusion of the DOJ the FBI still fails to adequately : - maintain records of exit procedures - improve its documentation of the disposal of excess lap top computers and hard drives to ensure that all sensitive or classified information had been sanitized prior to disposal - report weapon and laptop losses to the Department of Justice - ensure the property is recovered from employees before they leave FBI service.
