This decision seems to be a u-turn on the government’s initial plan about ID cards, a very criticized project known as "Identity Management Action Plan", later called the Strategic Action Plan for the National Identity Scheme that was approved on March 19th. According to the Home Secretary Mr.Reid, this new plan is not in contrast with the former one because when the Identity Management Action Plan was firstly approved, government declared that it would have been reviewed at the end of 2006, and he added that these changes will allow to save money and lower the risk of frauds. According to what was reported last march about the Plan , “there won't be a single database containing the National Identity Register (…) The information is intended to be held on several distinct departmental systems (which will be linked together), mixed up with other government information on citizens, some of it labelled as part of the NIR and part not. And the priority is to link other government systems: criminal records first, then checking on your employment, then pensions, local authority services and proof of age in shops.” The guidelines of the new plan are still unknown but they will be reasonably released by March 2007. Currently, the project provides also that from 2008 on all foreign nationals living in and entering the UK will be fingerprinted and photographed, as a countermeasure against illegal immigration, identity frauds and terrorism. The new identity cards will be introduced in 2009 and will be compulsory passports from 2010.
