For the second time this year China is involved in case of international espionage against the USA indeed after the case of the two Chinese brothers that were arrested in Los Angeles as suspects in passing US weapons secrets to China, a man was accused in Hawaii of being a spy that sold classified information to Chinese Secret Services.

As the Washington Times reported today, an Indian-born man named Noshir S. Gowadia was charged with spying in a federal indictment released  in Hawaii. According to court papers made public recently, the man sold to China a set of detailed information on the technology used by the USA in the development of B-2  bomber engines. B-2 is considered by Pentagon as a key weapon and officials declared that “the B-2 is at the head of the list of China’s intelligence target”.

Mr. Gowadia  worked for 21 years, from 1968 to 1989, as part of a secret program for the B-2, and later as contractor involved in the research on missiles and aircraft. On these basis, he could develop extraordinary skills that he then used to set up his illicit business.

The indictment against Mr. Gowadia mainly focuses on the  role that he had in helping China to develop a radar-evading stealth exhaust nozzle for a cruise missile engine, indeed  the document points out that the man didn’t just sold information on US technology but did he provide technical assistance to Chinese weapons designers in setting up, modifying and testing new weapons.

But Mr. Gowadia didn’t limit his business to China, indeed it seems that in 2002 and 2004 he  sent emails to Israel, Germany and Switzerland containing “secret” or “top secret” data about the technology that US meant to use for the TH-98 Eurocopter and for foreign commercial aircraft; moreover, many other information on US military aircrafts were found in his computer.

Investigators discovered that he made at least six secret trips to China between 2002 and 2005 and that he received about 2 million dollars that are now kept in foreign bank accounts. His activities were traced back up to 1999 an from that year on he is believed to have sold classified information about the USA to at least 8 foreign nations.

According to the indictment, Mr. Gowadia collaborated with two men to sell the technology: Tommy Wong and Henri Nyo. Specifically, Mr. Wong was identified as an official of the Chinese Foreign Experts Bureau, a center that studies new technologies to improve Chinese military equipment concerning missiles and fighter aircrafts.

A former indictment in November 2005 , already accused Mr. Gowadia of passing classified information to a number of unidentified countries, but whereas in that case he admitted to have disclosed such information to “help these countries to further their self aircraft protection systems”, he now rejects any implication in this new issue.

The trial will take place in July: he have about 7 months  to prepare an effective defensive strategy to persuade the jury about his innocence.
